In early 1921 internal resistance against the Bolsheviks was mounting even among their supporters. The peasants in the cities were struggling from food shortages and some left-wing groups felt that the Bolsheviks had abandoned their ways particularly by not hearing out the Soviet councils. One of the largest acts of resistance was the Kronstadt () Rebellion by Red Navy sailors in the Gulf of Finland.
