Officials expect low turnout
According to information from the US intelligence service, Russian officials themselves expected that the vote for the referendum would be low, the process was not valid and the referendum did not reflect the will of the people.
Heads of separatists in the Luhansk and Donetsk regions, as well as representatives of the occupation authorities in southern Ukraine, had recently rejected such a referendum prior to the complete conquest of the Donetsk region. Currently, the Russian army controls more than half of the province.
